Wipers moving slowly, short on travel or stopping?
The spindles could be seized, water gets into the bushes and corrodes them (see pictures).
If you lucky you may be able to work some release oil in, but the chances are you will need to remove the linkage, strip and cleaned with Wet & Dry Paper (soaked with oil) and re-grease.
If left to long the motor can burn out due to the extra load.
